After attempting without success to persuade
Chinese to empower commissioner of customs in Hongkong
to certify luvoices I have put forward suggestion for
appointment of a special officer on conditions laid down
in Hongkong telegram No. 193 and we are now haggling
over details which I propose if you concur should be
embodied in exchange of notes text of which I will
telegraph as soon as more progress has been made.
